it is installed but with windows component, go to "ADD Remove" in the control panel then click on add remove windows component you'll find it at the bottom of the list "windows messenger", uncheck it the OK .......
otherwise go to run - write msconfig - go to startup - uncheck "MsnMgr" then delete the file from program files this is should take car of it.

if u want ur ACCOUNT to be deleted you have to go into ur email on hotmail.com and find help. type in close account and follow what comes up in the search results
