Offlines are sent instantly. They are simply instant messages that arrive to the person you send them to while they are offline. and sorry there is no way to tell if the person got them. Sometimes due to server problems offlines do not work properly and the people do not get them. I once was not able to get offlines for a couple months and only on one Yahoo ID then it started working again. The other ID's worked fine with offlines. So the best way is just to ask the person if they got the offline, the next time you see them online.
